Philippine Government Rules on VoIP Face delay (by Erwin Lemuel) -- "The change in leadership will delay the planned public hearings that will follow after the rules are drafted, said Virgilio Pena, undersecretary for information and communications technology of DOTC... NTC would have to decide mainly whether or not to declare VoIP as a value-added service or a traditional voice service.... Under a previous draft memorandum circular, ISPs must have a commercial agreement with authorized local exchange carriers before they could offer VoIP and that they must use international leased lines or circuits from authorized international gateway facility operators."

(Just to remind myself to involve counsel when dealing with VoIP services. Whaddaya know? That's another useful thing about posting your online journal or scratchpad. You can easily search some notes you scribbled before. It sure beats having to clip newspaper articles which end up as dust collectors, right?)
