Filibustering: A Delaying Tactic
Manuel L. Quezon III writes about Filibustering.
I heard over AM radio that Cardinal Sin asked that Sen. Pimentel stop delaying the proceedings. Then again, there are cases where filibustering is worthwhile, as shown in the episode of "The West Wing" which Manuel L. Quezon III mentioned in his article.
Something to think about: "The concept of delay is something precious to democracies. Only dictatorships put a premium on swiftness when it comes to legislative work."
